Most probably not. People were discovering Phantasy Star Online 2 Meseta exclusive items in the closed beta, so it is likely those exclusives were just thrown into loot pools. You do not need to worry about it. PSO2's levelling is very fast, and it allows every character to play with each class. Even if you get overleveled compared to a friend, you can always play on a different class, and then he will catch up quickly. That, and 90% of the content at Phantasy Star Online 2 is freely accessible and easy to tackle.

I've heard this crap before and it requires some degree of ability in some cases. Are we speaking"The normal idiot like myself can degree freakishly quickly when solo playing" fast? Or"The story of Path of Exile is quickly even though it is a slog unless you have RNG of the gods along with a turbo-optimized construct for ripping through the story to maps" fast? Give it to me like with each other MMO, the project's going to sink the hell in because I understand in weeks/months required to max a class with performance and pull some overtime or extra days due to local favorites.

I guess I can try and put it into some perspective: On the Japanese version of Phantasy Star Online 2, I played with casually. I just played, didn't look up any levelling guides that are persuasive, and didn't do any crafting. Under these conditions, I managed to cheap PSO2 Meseta get a great many characters into the upper-mid array around 50-60. (The cap at the moment is 90, however, I feel the western launch will have a cap of 75 for now). I want to stress that of optimizing your efficiency that was levelling, from what I understand, I do none of it.
